The Official Final Report from Special Investigator Gary Revel
In Association with The House Select Committee on Assassinations

JFK-Overview

The official story and the day in Dallas

On November 22, 1963, at about 12:30 p.m., President John F. Kennedy was riding in an open limousine through Dealey Plaza in Dallas, Texas. With him were First Lady Jacqueline Kennedy, Texas Governor John Connally, and Nellie Connally. As the motorcade passed the Texas School Book Depository, shots were fired. Kennedy was struck in the head and neck; Connally was also seriously wounded. The limousine sped to Parkland Memorial Hospital, where Kennedy was pronounced dead at 1:00 p.m. CST.

Within about 80 minutes, Dallas police arrested a 24-year-old former Marine, Lee Harvey Oswald, an employee of the Texas School Book Depository, and charged him with the murders of President Kennedy and Dallas police officer J.D. Tippit. Two days later, as Oswald was being transferred in the basement of Dallas Police Headquarters, he was shot and killed on live television by Dallas nightclub owner Jack Ruby.

The Warren Commission, established by President Lyndon B. Johnson and chaired by Chief Justice Earl Warren, concluded in 1964 that Oswald acted alone and that there was no credible evidence of a wider conspiracy. Later inquiries "the Rockefeller Commission, the Church Committee, and the House Select Committee on Assassinations (HSCA)" revisited the case. The HSCA, in 1979, concluded that Kennedy was 'probably assassinated as a result of a conspiracy' though it did not definitively identify all those responsible. (I was the HSCA-associated Special Investigator who found the assassinations were executed by a team of assassins and not Oswald and James Earl Ray) Some members of the Warren Commission have historically disagreed with the Warren Commission-J. Edgar Hoover-LBJ unfathomable lone-gunman theory.

That is the basic official scaffolding. But it is far from being the whole story or the entire truth of the matter.

*******

I have often heard my CIA friends defend the Agency against accusations that it had anything to do with the assassinations of JFK, Martin Luther King Jr., or Robert F. Kennedy. They insist that no official CIA operation would ever have been authorized to assist in such murders. They lean on the word "official."

Yet we know from the CIA's own official "publicly released" records that the Agency ran covert programs to assassinate foreign leaders, including Fidel Castro. These plots were overseen in part by Richard Bissell, who served as Deputy Director for Plans under CIA Director Allen Dulles. Under Bissell, the CIA trained and equipped anti-Castro Cuban exiles, turning them into paramilitary and covert assassination teams-ostensibly for operations against Castro's Cuba.

Bissell later acknowledged that the CIA used Mafia figures in planning operations against Castro. The logic was simple and cold: the Mafia had both the networks and the willingness to kill. The CIA had the cover and the resources. Together, they formed a shadow apparatus capable of deniable violence.

When President Kennedy fired both Allen Dulles and Richard Bissell after the Bay of Pigs disaster in 1961, he did more than change personnel. He humiliated powerful men who had already built covert infrastructures for assassination. It is not hard to imagine that the direction of those capabilities could be turned-from Castro to Kennedy himself-by people who felt betrayed and endangered by his presidency. To add to the Kennedy-problem J. Edgar Hoover was in no way happy with rumors that JFK intended to force him into retirement. J. Edgar led the FBI with an iron hand and was not a person most politician's would disagree with. JFK was an exception to the rule.

So when people say, "The CIA didn't do it" they may be technically correct in a narrow, bureaucratic sense. It may not have been an official CIA operation. But former CIA officers, contract killers, Mafia leaders, and anti-Castro Cuban operatives-people who had trained, plotted, and killed together dissuade such. They were a very important part of the reality of the day and had the support of many Americans. And they had motive, means, and experience to fully bring about such an assassination and with the FBI/CIA's help cover it up.

I could pretend this is just one possible scenario. I could hedge and say, "we cannot be sure" But at this time I confess: this is, in essence and in the real world reality, how and why it truly happened. I have never had any investment in trying to bias the facts in any way whatsoever. From the beginning of my investigation, starting in 1977, I continued in a quest for truth, the whole truth and nothing but the truth. There has never been any reasoning whatsoever to cause me to want to find any evidence that wasn't factual truth. Regardless of pressure to stop the investigations and forget about any evidence of the truth of the investigaions I refused to be influenced. To this day I only seek to present the facts and ultimately the entire truths of the matters. While my work as a special investigator has ended I am still open to revelations or new facts about the cases. If I ever were to find that for whatever reason I had been misled in my findings I would immmediately publish such facts for all to see.

Vietnam, NSAM 263, and the Heroin Pipeline

To understand why Kennedy had to die in the eyes of some, you have to look at Vietnam and money.

In October 1963, National Security Action Memorandum 263 (NSAM 263) approved a plan to withdraw about 1,000 U.S. military personnel from Vietnam by the end of 1963, with the broader intent-at least in Kennedy's circle-of winding down the American military presence. JFK had planned to bring all US soldiers back from Vietnam by the end of 1964. After Kennedy's death, NSAM 273, signed by President Johnson, shifted the tone and opened the door to deeper U.S. involvement, which soon escalated into full-scale war.

The Vietnam War was not only a geopolitical project; it was also a logistical shield for illicit economies. U.S. military presence in Southeast Asia and the South China Sea helped protect what has often been called the Heroin Pipeline-routes that moved opiates from the Golden Triangle into global markets. For organized crime, this meant tens of billions of dollars over the 1960s and into the mid-1970s. A president who intended to end the war threatened not just policy, but international criminal networks that graeatly profitted from same. Classified figures, at the time, accounted for the gross income to be in the $30 billion range for each year throughout the 1960s and into 1975 when the source transitioned to Cocaine-Columbia.

A Mafia boss could be heard to say, "You're taking food off my table".

So Add it Up
Fired CIA leaders with access to covert networks and assassination teams.

Anti-Castro Cuban exiles trained and armed by the CIA.

Mafia figures enraged by the Kennedys-crackdown on organized crime and protective of their drug profits.

The hatred and divide between the Italian Mafia and the Kennedy family goes all the back to days when it was illegal to possess, transport or drink alcoholic beverages in the United States of America. They were competitors in furnishing such to illegal places for alcohol consumption-a Speak Easy. These were illegal bars or nightclubs that operated in the United States during Prohibition (1920 - 1933). The Kennedy criminal organization and the Italian Mafia profitted well from such.

Clowns in America: the Plot to Kill MLK - a book by Patrick Wood written with the Gary Revel Special Investigtions of JFK, MLK, and RFK providing fact-based background, research and evidence.

Elements of the military-industrial complex that saw Kennedy's withdrawal plans as a direct threat to their war-driven fortunes.

While there were other (certain Israeli, issuance of Silver Certificates and federal-international financing-money concerns) 'matters of interest', however, the straw that broke the camel's back was the Mafia's concern of losing their control of the worldwide illegal drug trade. This was the engine which opened the door to the collaboration between the CIA and the Mafia for the criminal executive action needed.

The forces that suppress full disclosure of these assassinations can be understood as interlocking systems of power, capital, and sanctioned violence. Each operates independently, yet their interests converge. Where these circles overlap, they create a reinforcing architecture of obstruction—a structure capable of redirecting inquiries, limiting access to evidence, and shaping public narratives.

Beneath these visible mechanisms lies a persistent coercive pressure, subtle but continuous. It functions like an undertow: pulling verifiable facts, contradictory data, and credible testimony away from public view and into a controlled void. The result is not merely the absence of truth, but the systematic erosion of the evidentiary record itself, leaving investigators to work against a current engineered to conceal rather than reveal.

MLK, RFK, and the pattern of elimination

This same web of interests helps explain what happened later to Martin Luther King Jr. and Robert F. Kennedy. When you see who profits from war, who profits from racial division, who profits from silencing voices calling for peace and justice, the pattern becomes clearer.

I will not unpack all of that here, that will have to wait for another time-but once you understand the intersection of intelligence operations, organized crime, and the war economy in the 1960s, the killings of MLK and RFK no longer look like isolated tragedies. They look like a continuation of the same project: remove those who threaten the worldwide criminal organized machinery with professional and lethal contracted killers. In fact, it may eventually be a movie we are developing at Jongleur Pictures LLC which will eventually provide the final truth of the matters-all.

The Investigation of the Assassination of
Nobel Peace Prize Winner, Civil Rights Leader, Reverend and Dr. Martin Luther King Jr.
by Special Investigator Gary Revel

The fact is, James Earl Ray did not shoot and kill Martin Luther King Jr.

Excerpts from the US Government book identifying Gary as the Special Investigator, investigating in association with the House Select Committee on Assassinations
v. 9. Interviews with James Earl Ray (March 22, March 28, and April 14, 1977) --
v. 10. Interviews with James Earl Ray (April 29, May 3, and September 29, 1977) --
v. 11. Interviews with James Earl Ray (November 14 and December 2, 1977) --

Witness, Lloyd Jowers', statements agreed with much of what I had found in 1977 and I found nothing in his story that was afoul-except in things he could not have known and surmised, or things he tried to explain to make the pieces fit. His intent to tell the truth was true, and the most important fact is that James Earl Ray did not kill MLK. The shot was fired from the back yard of Jim's Grill and not the bathroom on the 2nd floor of the rooming house. Jowers did not know that James Earl Ray was not in the rooming house when the shot was fired. Ray was a few blocks away at a service station when King was shot and killed. He most assuredly could not have been the assassin.

Lloyd Jowers told his story to Sam Donaldson on Prime Time Live. He said he had been asked to help in the murder of King, and was told there would be a “decoy”, (Ray), in the plot. He was also told the police would not be there that night.

In that interview, the transcript of which was read to the jury in the Memphis courtroom, Jowers said the man who asked him to help in the murder was a Mafia-connected produce dealer named Frank Liberto. Liberto, now deceased, had a courier deliver $100,000 for Jowers to hold at his restaurant – the back door of which opened onto the dense bushes across from the Lorraine Motel. Jowers said he was visited the day before the murder by a man named Raul, who brought a rifle in a box.

As Mike Vinson reported in the March-April Probe, other witnesses testified to their knowledge of Liberto's involvement in King's slaying. Store-owner John McFerren said he arrived around 5:15 p.m., April 4, 1968, for a produce pick-up at Frank Liberto’s warehouse in Memphis. Martin Luther King Jr. would be shot at 6:01 p.m.) When he approached the warehouse office, McFerren overheard Liberto on the phone inside saying, "Shoot the son-of-a-b*tch on the balcony."

Cafe-owner Lavada Addison, a friend of Liberto’s in the 1970s, testified that Liberto confessed: “I had Martin Luther King killed.” When he learned of this conversation, Addison’s son, Nathan Whitlock, said he inquired point-blank, “Did you murder Martin Luther King Jr.?”

Liberto] replied, "I didn't kill the nigger but I had it done." Nathan said, "What about that other son-of-a-b*tch taking credit for it?" Liberto said, "Ahh, he wasn't nothing but a troublemaker from Missouri. He was a front man . . . a setup man."

The jury also heard a tape recording of a two-hour-long confession, Jowers, made at a fall 1998 meeting with Martin Luther King’s son Dexter and former UN Ambassador Andrew Young. On the tape, Jowers says: “Meetings to plan the assassination occurred at Jim’s Grill.” He alleged that the planners involved undercover MPD officer Marrell McCollough – who now works for the CIA and was named Merrell McCullough in the trial transcript as well as MPD Lieutenant Earl Clark – who died in 1987 – a third police officer, and two unknown men he suspected were federal agents.

Andrew Young – who witnessed the assassination – can be heard on the tape recognizing McCollough as the man beside King’s body on the balcony in an iconic photograph. According to witness Cobey Vernon Smith, McCollough had infiltrated a Memphis community group – the Invaders – that was working with the SCLC. In his trial testimony, Young said, “McCollough was the guy who ran up [the balcony stairs] with us to see Martin Luther King Jr.”

Jowers says on the tape: “Right after the shot was fired, I received a smoking rifle at the rear door of Jim’s Grill from Earl Clark.” He broke the rifle down into two pieces and wrapped it in a tablecloth. Raul picked it up the next day. Jowers said he didn't actually see who fired the shot that killed King, but thought it was Clark, the MPD's best marksman. In fact, I found that Earl Clark was there and involved in the MPD’s operation to orchestrate the murder, however, he did not fire the shot that killed Dr. Martin Luther King Jr. I would find that Earl Clark was with Lucien Sarti at the time of the shooting and Sarti is the one who held the gun and pulled the trigger. Clark was there for contiguous surety that should Sarti not be able to fire the shot Clark would make sure the assassination was executed..

Those who continue to accuse James Earl Ray of the assassination are either ignorant/unfamiliar with the facts or part of a continuing conspiracy to assassinate and cover-up the assassinations of MLK, President John F. Kennedy, Senator/Presidential Candidate Robert F. Kennedy, John Lennon, and the attempted assassination of President Ronald Reagan.

With the 60th anniversary of the assassination of President John F. Kennedy behind us, a renewed controversy over using the lone gunman assassination theory to dismiss all the evidence of the assassination resurfaces. The history of assassinations reveals that such acts are not the work of lone madmen, but of coordinated networks of skilled and ruthless operatives, who rely on elaborate schemes of deception and manipulation to conceal their crimes and evade justice. Only those who can pierce through the veil of lies and propaganda can discern the truth behind these political murders. These specific assassinations were operations requiring a number of experienced criminals and a durable cover-up, and they involved a monumental effort to continue the cover-up. The official explanation of a lone gunman acting alone is not supported by any conclusive facts or credible evidence in the JFK assassination case. There is not sufficient evidence to support the claim that James Earl Ray was the sole assassin of Martin Luther King Jr. in Memphis on April 4, 1968. The official verdict that Ray acted alone in killing King at the Lorraine Motel in 1968 is entirely lacking in obvious realities. As an investigator for the 1979 House Select Committee on Assassinations, I uncovered numerous inconsistencies and contradictions in the official version that James Earl Ray killed Martin Luther King Jr. by himself, or even that he did it. All the facts thoroughly and completely support evidence for a case of collusion and conspiracy in the operation and cover-up that has continued. The disinformation campaign and the influence operation that have convinced many children and adults that James Earl Ray was the sole assassin of Martin Luther King Jr. are a tragic and blatant attempt to conceal the truth and protect the real perpetrators, who were involved with officials in the U.S. government, the mafia, and other groups. This false narrative has been propagated by official reports, media outlets, textbooks, and documentaries that have ignored or distorted the facts, evidence, and common sense that point to a different and true reality.

End - MLK Assassination Investigation Final Report

Begin - The Investigation of the Assassination of
President John F. Kennedy
by Special Investigator Gary Revel

The fact is, Lee Harvey Oswald did not shoot and kill President John F. Kennedy.

The Department of Justice, FBI, CIA, did not reveal to the Warren Commission information available in 1964 that would have exonerated Lee Harvey Oswald of any participation in the plot to kill President John F. Kennedy. The Secret Service was deficient in their protection of the President, as was their duty. Further, the Warren Commission did not purpose to find the truth of the entire matter of the assassination of the President of the United States of America, John F. Kennedy. The Warren Commission, instead, sought to affirm the statements and positions of FBI Director J. Edgar Hoover and then President Lyndon Baines Johnson.

Fact: Lee Harvey Oswald worked for the CIA, had a CIA 201 file, which is only set up for CIA employees, and Tosh Plumlee told me (William Robert (Tosh) Plumlee flew drugs and guns for the CIA.) he trained with Lee Harvey Oswald at the Nags Head, North Carolina Office of Naval Intelligence operations center. Plumlee's services as a CIA pilot included flying to Dallas on November 22, 1963 in a plan to stop the assassination of JFK, which they failed to do.

The FBI and the CIA were plagued with organizational failures, miscommunication, and a desire to keep certain parts of their operations secret. Furthermore, some members of the Warren Commission expected these agencies to be forthcoming with any information that would aid their investigation. Instead the FBI and the CIA only saw it as their duty to respond to specific requests for information from the commission. However, the FBI and the CIA were deficient, in performing even the limited role, in providing those things called for by those specific requests. Some of those with the Warren Commission would later deny they agreed that Oswald was the killer. One of those, Congressman Hale Boggs had done so and was expected to publicly made his opinion known. However he disappeared while on a campaign trip to Alaska. The airplane he was in disappeared and has not been founde. He and the other occupants of the plane have not been found either. This is just one of the many mysteries involving particpants and witnesses involved with the Warren Commission. Historicallly, many problems arise with the Warren Commission Report when investigated with the historical perspective we now have.

As the Special Investigator (Under Cover) of the United States House Select Committee on Assassinations I participated in the public release of the findings in 12 volumes and a single-volume summary report, still the majority of primary documents were sealed for 50 years under congressional rules. In 1992, Congress passed legislation to collect and open up all the evidence relating to Kennedy's death, and created the Assassination Records Review Board to further that goal. Materials that have been uncovered significantly change the conclusions that the HSCA reached in both the assassinations of JFK and MLK Jr.

The ARRB reported: "Because the HSCA investigation was marked by internal squabbling and disillusioned staffers, the Committee's records were the subject of ongoing controversy. Some ex-staffers claimed the HSCA report did not reflect their investigative work, and that information that did not conform with the Committee leadership's preconceived conclusions was ignored or left out of the report and supporting volumes."[

In 1992, author Bonar Menninger dismissed the committee report as Blakey's $5 Million Folly.

Robert Blakey, the Chief Counsel of the committee, later changed his views that the CIA was being cooperative and forthcoming with the investigation when he learned that the CIA's special liaison to the Committee researchers, George Joannides, was actually involved with some of the organizations that Lee Harvey Oswald was allegedly involved with in the months leading up to the assassination. Among these organizations was an anti-Castro group, the Directorio Revolucionario Estudiantil, which was linked to the CIA (Joannides was in fact working for the CIA in 1963). Chief Counsel Blakey later stated that Joannides should have in fact been interviewed by the HCSA, rather than serving as a gatekeeper to the CIA's evidence and files regarding the assassination. He further disregarded and suspected all the CIA's statements and representations to the Committee, accusing it of obstruction of justice.

In the same 2003 interview, Blakey issued a statement on the Central Intelligence Agency. Here is an excerpt from that statement:

"...I no longer believe that we were able to conduct an appropriate investigation of the [Central Intelligence] Agency and its relationship to Oswald.... We now know that the Agency withheld from the Warren Commission the CIA–Mafia plots to kill Castro. Had the commission known of the plots, it would have followed a different path in its investigation. The Agency unilaterally deprived the commission of a chance to obtain the full truth, which will now never be known. Significantly, the Warren Commission's conclusion that the agencies of the government co-operated with it is, in retrospect, not the truth. We also now know that the Agency set up a process that could only have been designed to frustrate the ability of the committee in 1976–79 to obtain any information that might adversely affect the Agency. Many have told me that the culture of the Agency is one of prevarication and dissimulation and that you cannot trust it or its people. Period. End of story. I am now in that camp."

My work, investigating the JFK assassination in association with the HSCA and under the leadership of Chief Counsel Richard Sprague and then Robert Blakey led me to find the facts as spoken of by Blakey. CIA's man George Joannides interferred with the investigations of both JFK and MLK in ways that prevented the facts of the true killers in both assassinations from being uncovered. The facts and evidence that proved an assassination team rather than a lone gunman continued to be covered up and hidden by the powers behind the killings.

According to a 2015 Politico report, newly declassified documents show that CIA director John A. McCone hid evidence from the Warren Commission. According to a once-secret report written in 2013 by the CIA's top in-house historian, David Robarge, the CIA admits McCone and other senior CIA officials withheld 'incendiary' information from the Warren Commission.

The fact is, Lee Harvey Oswald did not shoot and kill President John F. Kennedy.

It is important to remember that the United States Constitution guarantees every American of the right of 'due process' of law and in essence we are innocent of crimes until proven guilty. Lee Harvey Oswald is innocent. He has not been tried and convicted of the crime. All the evidence that cleared him of the crime would have been impossible for the prosecution to overcome in a fair trial. He was set up to take the fall and then executed to prevent the case from going to court.

It is important to note that President John F. Kennedy used Executive Order 11110 to return the Federal Reserve to the issuance of Silver Certificates. This was a huge problem for those in powerful scenarios that did not want this to happen. These people would, along with the Mafia, many in the CIA, and those with money to lose in the Military-Industrial Complex in an ending of the Vietnam War, welcomed the assassination of JFK.

President Kennedy's E.O. 11110, in its entirety, follows:

SECTION 1. Executive Order No. 10289 of September 19 [sic], 1951, as amended, is hereby further amended --

(a) By adding at the end of paragraph 1 thereof the following subparagraph (j):

"(j) The authority vested in the President by paragraph (b) of section 43 of the Act of May 12, 1933, as amended (31 U.S.C. 821 (b)), to issue silver certificates against any silver bullion, silver, or standard silver dollars in the Treasury not then held for redemption of any outstanding silver certificates, to prescribe the denominations of such silver certificates, and to coin standard silver dollars and subsidiary silver currency for their redemption," and

(b) By revoking subparagraphs (b) and (c) of paragraph 2 thereof.

SEC. 2. The amendment made by this Order shall not affect any act done, or any right accruing or accrued or any suit or proceeding had or commenced in any civil or criminal cause prior to the date of this Order but all such liabilities shall continue and may be enforced as if said amendments had not been made.
